Marinduque: 2009 Street Protest, Inutil, At Walang Kwenta!

The process of resolving the financial discrepancies of MARELCO to NAPOCOR resulted to continuing brownouts of almost 24 hours each day.  Until to this date, Torrijos are the most affected area in the island following Sta. Cruz and Buenavista.

Reminiscing Marinduque Power Outages Issue: Gone With The Wind!



Is the Marinduque Electric Cooperative, Inc. (Marelco), still in good financial position to effectively address the current situation, I wonder? Recently, it pointed fingers to typhoon “Reming” (Nov. 2006), that caused a heavy toll on electrical installations; where an amount of P 42-million that should have been turned over or paid to Napocor was utilized, unilaterally it appears, for the necessary rehabilitation work that preceded the local and national elections. Then there’s this situation where the independent power service provider involved is no longer in a position to augment the necessary power supply needed for the entire province.

SEPTEMBER DARKNESS 

On the power outages that got more constant and longer last September, Napocor’s Engr. Danilo Barcase explained to the provincial council in a meeting held at the session hall on Sep. 30, 2009, that the situation was brought about by Napocor’s failure to repair genset unit #2, with no units available for use as back up. The power company had to seek the intervention of technicians from Daihatsu, expected to arrive on October 7, Barcase said, as the extent of the neceesary repairs was much worse than they expected. 





For the past 3 months now, Municipality of Torrijos, as the tail-end of electric  power had gone suffering to almost 24 hour brownout each day until now. People in the municipality has nothing to do with it and are about of losing hope. Now, the question is: who's going to led them from this discomfort?

As recorded by Marelco, power outages in 2008 for which the coop as distributor was responsible was 21.049 hours, and 91.48 hours for outages that emanated from Napocor plants.

For the first half of 2009, Marelco accepted responsibility for 42.94 hours of outages, and 57 hours for Napocor, the latter somehow contesting the figures during a confrontation before the provincial board at the capitol.

CLASSIC SARSUWELA STAGED IN MARINDUQUE

For sometime the province of Marinduque has been trying to forge its cultural development. In 1998, it attempted to establish Sining Marinduque with the help of the Cultural Center of the Philippines and with representations from different sectors all over the province. Despite this effort, it died a natural death due to change in political leadership after elections. However, not all was lost as the municipality of Gasan established Gasan Culture and Arts Foundation (GASCUAF) in 2001. From then on, the municipality of Gasan became known as the cultural center of the province with cultural projects such as the Gasang Gasang Easter Festival. Meanwhile, the provincial government passed Provincial Ordinance No. 81 in 2009 declaring February 21 as Araw ng Marinduque, the date when representative Ricardo Paras of Marinduque proposed for the separation of Marinduque from Tayabas. Since the celebration is held in the month of February, the celebration is incorporated in their celebration of National Arts Month.

Torrijos: September 13th Celebration

There are supported documents from this event that historians should look into. Battle of Pulang Lupa was the first victory recorded during the Philippine-American war in 1900-1901.                                                                                                  



The most comprehensive account of the U.S. Army’s pacification of Marinduque from the period April 1900 to April 1901 was published in the Journal of Military History 61 (April 1997), in an paper written by Andrew J. Birtle.


On the thirteenth (September), Shields led his detachment into the mountains with the intention of returning to Santa Cruz. Well informed about Shields's movements, Shields walked right into the ambush. A fire fight ensued for several hours before Shields ordered a retreat into a covered ravine. What began as a slow withdrawal quickly turned into a race down a rocky stream bed, as the Americans scrambled to escape the pincers that were moving to surround them (until) Shields fell seriously wounded.

Torrijos: September 13th Celebration

The most comprehensive account of the U.S. Army’s pacification of Marinduque from the period April 1900 to April 1901 was published in the Journal of Military History 61 (April 1997), in an paper written by Andrew J. Birtle.









Birtle also described what followed six weeks later in the famous “Battle of Pulang Lupa". The Battle of Pulang Lupa is considered the first major victory of Filipinos over the Americans during the second phase of the Philippine Revolution.
