It is thus frustrating as you learned how weakling those authority in
providing safe, secure and efficient travel experience nor too good to
be true to a sweet homeward bound!
Alluring wordy and packed-jammed
travel package in visiting island Marinduque--tagged as Lenten Capital
of the Philippines--would never be the same again once you went and have
had what 'Jun' has on his way home.
Physically felt how terrible it was as he (Jun) calmly shares his undeniable disappointment to all of these.
I
decided to share his sentiments not to damaged anything in purpose but
to make a wake up call to addressed and prompt the said concern agency
to hid and prevent the same story in the future.

AS A traveling
journalist, there’s no place that captivated the tip of my pen as Marinduque —
its enchantment can command the writer’s inspiration within me to chronicle the
sweetest embrace of its places and people.
I never wrote (and
published) so many stories of places as that of Marinduque since I first
visited the place few years ago. Almost all of these stories remain accessible
in the Internet via Philippine Star Online Portal, http://www.philstar.com.
But my good memories were
tainted by an experience in my recent travel there last weekend.

Supreme Court affirms solon's US citizenship

The Supreme Court
upheld on Tuesday its decision to disqualify Marinduque Rep. Regina
Ongsiako-Reyes because of her American citizenship, but the incumbent lawmaker
said the high court’s decision was suspect because the matter is already
pending before a congressional electoral tribunal.
Voting 5-4 in its
entirety, the high court decided to deny Reyes’ appeal and uphold its ruling
last June to cancel her certificate of candidacy because she failed to renounce
her American citizenship as required of candidates with dual citizenship.
But Reyes, who
was declared winner of Marinduque’s congressional seat in the last May 13
election, said the timing of the ruling was suspect.
“It was
expected,” Reyes said, adding that the court issued a ruling although she had
already withdrawn her motion for reconsideration.
“It is clear by
law that (the case) is already in the jurisdiction of the (House of
Representatives Electoral Tribunal),” Reyes said. “We will stick to the HRET to
defend my case.”
“We are
collectively defending this case, I am thankful with the House leadership for
their collective stand,” she added.
In its decision,
the SC ruled that Reyes failed to present any legal and factual basis to
support her argument that while she gained US citizenship after marrying an
American citizen, she had not yet undergone naturalization in the US.
Associate Justice
Jose Perez wrote the decision with Chief Justice Maria Lourdes Sereno and Associate
Justices Teresita Leonardo De Castro, Roberto Abad and Bienvenido Reyes concurring.
Associate Justice
Arturo Brion, on the other hand, dissented along with Senior Associate Justice
Antonio Carpio and Associate Justices Martin Villarama and Marvic Leonen.
Copies decision
and dissenting opinion were not yet released by the SC as of press time.
Associate Justice Presbitero Velasco Jr. inhibited because
his son Lord Allan was the opponent of Reyes in the poll. Associate Justices
Diosdado Peralta, Lucas Bersamin, Jose Mendoza and Perlas-Bernabe took no part
in the proceedings since they are members of the HRET.

CHIKUNGUNYA

Chikungunya (in the Makonde language "that which bends up") virus
(CHIKV) is an arthropod-borne virus, of
the genus Alphavirus,
that is transmitted to humans by virus-carrying Aedes mosquitoes.[1] There have been recent breakouts of
CHIKV associated with severe illness.
CHIKV infection causes an illness with
symptoms similar to dengue fever,
with an acute febrile phase of the illness lasting only two
to five days, followed by a prolonged arthralgic disease that affects the joints of the
extremities. The pain associated with CHIKV infection of the joints persists
for weeks or months, or in some cases years.
The Research Institute for Tropical Medicine (RITM) , made a research to some municipalities in
the island and had identified 10 Barangays in the Municipality of Boac that
were affected by Chikungunya virus according to reports for the first time in
health history of the province.
According to reports the Chief of Executive
of the local government prompted and thru the resolution of the Sangguniang Bayan
members it was done and declared the municipality under the ‘State of Calamity’.
However, Chikungunya would not be fatal
as notorious as Dengue but these would still requires medical attention, said DOH Sec. Enrique Tayag.
Therefore, individuals whom acquired viral disease encourage not keeping away themselves from medical advice and treatment.

The Sandiganbayan Fifth Division has ordered the
arrest of Lanao del Norte Rep. Abdullah Dimaporo and five other persons for
malversation of P5 million in public funds, in one of the hundreds of dubious
transactions made in the P728-million fertilizer fund scam in 2004 allegedly
orchestrated by then Agriculture Undersecretary Jocelyn “Joc-joc” Bolante.
Dimaporo is the fifth lawmaker to be
implicated in the P728-million fertilizer fund scam after Representatives Oscar
Gozos of Batangas province, Federico Sandoval of Navotas City, Nanette
Castelo-Daza of Quezon City, and Carmencita Reyes of Marinduque province.
Bolante is on trial in the
Sandiganbayan on charges of plunder in connection with the fertilizer fund
scam.
He is accused of diverting taxpayers’
money to the 2004 campaign of then President Gloria Macapagal-Arroyo.
Beyond
P5M
Requests for funding from the
Agricultural Competitiveness Enhancement Fund beyond P5 million have to be
approved by the Oversight Committee on Agriculture and Fisheries Modernization.
On the recommendation of the Ombudsman,
Sandiganbayan Associate Justice Roland B. Jurado has denied bail to Dimaporo in
the malversation charge.
But Jurado approved a P30,000 bail for
Dimaporo in the charge of causing undue injury to the government.
A source said the 63-year-old lawmaker
has requested that he be detained at Cardinal Santos Medical Center in San Juan
City, as he has a heart condition.
The first hearing is set next Monday.
The Sandiganbayan issued the arrest
warrant on July 31, after finding no reason to overturn the Ombudsman’s finding
of probable cause to indict Dimaporo and his five codefendants for malversation
of public funds through falsification of public documents.
Dimaporo and his codefendants, former
provincial agriculturist Isabelo Luna and private citizens Felizardo Dragon,
Evangeline Ontiveros, Rosalinda Bisenio and Elmer Sayre, were accused of graft
for conspiring to obtain the release of taxpayers’ money for the fictitious
purchase of 10,000 bags of Saka organic fertilizer under the farm inputs and
farm implements program of the Department of Agriculture.
The four private individuals were
officers of Lanao Foundation Inc. (LFI), an NGO Dimaporo formed about two
decades ago and which was used as conduit for the fertilizer fund.
Dimaporo and the other defendants
allegedly used fake, undated inspection reports, undated acceptance reports,
physical and financial status reports, and a list of farmer-beneficiaries to
simulate the delivery of organic fertilizer to Dimaporo’s office and its
distribution to farmers in the second district of Lanao del Norte through Lanao
Foundation.
No delivery
In her decision in October 2012,
Ombudsman Conchita Carpio Morales said no fertilizer was delivered and
distributed “thereby giving unwarranted benefit, advantage, or preference to
LFI and causing undue injury to the government.”
Dimaporo and his wife, Imelda, are also
facing graft charges for the misappropriation of P50 million in state funds
intended for the purchase high-breed cattle.
The cattle were supposed to be
distributed to farmers, but were allegedly diverted to Dimaporo’s farm in
Mamagum, Sultan Naga Dimaporo.

The Commission on Elections
(Comelec) yesterday invalidated the proclamation of
lawyer Regina Ongsiako Reyes as the winning congresswoman of Marinduque in the
May 13 polls.
“The May 18
proclamation of the respondent, Regina Ongsiako Reyes, is declared null and
void and without any legal force and effect,” the Comelec said in a 19-page
resolution.
Voting 5-2, the
Comelec junked the motion for reconsideration filed by Reyes when its First
Division cancelled her certificate of candidacy after finding that she is an
American citizen and lacked the one-year residency requirement in the
Philippines.
The Comelec ordered
the Provincial Board of Canvassers of Marinduque to proclaim petitioner Lord
Allan Jay Velasco as the representative of the province’s lone district.
The poll body ruled
that the votes obtained by Reyes shall be considered as “stray” votes. Velasco
got 48,396 votes in the congressional race.
Those who voted for
Reyes’ ouster were Comelec Chairman Sixto Brillantes and Commissioners Lucenito
Tagle, Elias Yusoph, Grace Padaca, and Luie Guia. Opposing the ruling were
Commissioners Christian Lim and Al Parreno.

SC stops transfer of Marinduque lawmaker’s case to HRET
MANILA, Philippines - The Supreme Court (SC) has effectively stopped the transfer of the case against elected Marinduque Rep. Regina Reyes to the House of Representatives Electoral Tribunal (HRET), releasing its decision upholding her disqualification in the May 13 polls three days before she assumes her post.
In a 16-page resolution released last Thursday, the SC delineated the jurisdiction of the Commission on Elections (Comelec) and HRET on poll cases involving members of the House of Representatives.
Majority Leader and Mandaluyong City Rep. Neptali Gonzales II was earlier quoted as saying that Reyes’ case has reached the HRET after she was proclaimed winner in the congressional race.
But the SC held that the HRET, the body tasked to resolve electoral cases involving members of the House, has no jurisdiction on Reyes who has not officially started her term yet.
“The HRET does not acquire jurisdiction over the issue of Reyes’ qualifications, as well as over the assailed Comelec resolutions, unless a petition is duly filed with (the) tribunal. Reyes has not averred that she has filed such action,” read the ruling penned by Associate Justice Jose Portugal Perez.
“The jurisdiction of the HRET begins only after the candidate is considered a member of the House of Representatives, as stated in Section 17, Article VI of the 1987 Constitution,” the SC said.
Reyes, according to the SC, does not become a member of the House until she completes three stages specified in the law – valid proclamation, proper oath taking, and official assumption of office at noon of June 30 after the polls.
The SC also questioned the oath of office taken by Reyes before Speaker Feliciano Belmonte Jr.
The oath of office of an elected congressman, according to the high court, is valid if it is done “before the Speaker of the House of Representatives and in open session.”
“Although Reyes made an oath before Speaker Belmonte, there is no indication that it was made during plenary or in open session and thus, it remains unclear whether the required oath of office was indeed complied with,” the SC said.
In the same ruling, the SC upheld Comelec’s disqualification of Reyes for failure to renounce her American citizenship as required of candidates with dual citizenships.

Man has always wanted to fly since the wake of human civilization. It would be great injustice to the efforts of the ancient men if we suppose that aircrafts were not made until the 18th century. The same history that gives you the accounts ofLeonardo Da Vinci and Wright Brothers hides within its fold much older mysterious evidences of early aircrafts made by anonymous men of various forgotten world cultures.
If you dig a little beneath the mythical surface, you will come across well-documented ancient accounts of advance technology and craft used for making airplanes, beyond the domain of modern imagination. Some of the remnants of this outstanding old technological knowledge are evident in the rare artifacts, inscriptions and symbolic carvings preserved in some of our museums while some others lie open on the face of earth, exposed to the elements.

If you visit Room Number 22 of Cairo’s Egyptian Museum, you will see a curious wooden model that approximates the shape of a modern glider or aircraft. This little wooden bird/airplane structure was first discovered in 1898 at a tomb close to Saqqara and deemed to belong to 200 B.C. Dr. Khalil Messiha was the first scholar to study this model dedicatedly and bring it to limelight.

Under his initiative, the artifact measuring 5.6 inches in length and 7.2 inches of wingspan gave rise to speculations about ancient Egyptians possessing aeronautics technology. Interestingly, this model was found to have a very advanced ‘pusher-glider’ mechanism that can keep it air-borne at speed limits of 45 to 65 mph. Its assumed ability to carry a heavy weight during its flight was greatly attributed to its downward-pointing wings.
Although archaeologists and historians have challenged the existence of airplanes in ancient Egypt, this model has stood its ground as a proof against that for believers. Scientists have also stressed that Egyptians were known to create a miniature prototype of large-scale projects they planned to form. Viewed in that light, this bird-like artifact indeed appears to be a mini plane even to non-professionals.

Did the Ancient Indians have airplanes 2000 years ago?

Dating back to the epical times, the modern Northern India and Pakistan area that was the hot seat of science and culture has yielded written texts talking about people using a sophisticated form of airplanes called ‘Vimanas’. Going by these accounts, a Vimana used to be a two-tier, circular vessel looking like a flying saucer with a dome and portholes. Vimanas were also made in cylindrical or cigar shapes and had phenomenal speed and melody characterizing their flight.
The ancient Indian creators of these wonder ships wrote down ‘instruction manuals’ on the varieties and control system of Vimanas that have found their way into the modern world and even translated to English. The ‘Samaranga Sutradhara’ is one such text of 230 stanzas that gives you an elaborate description on the detailed technicalities of air travel. The ‘Vaimanika Sastra’ belonging to the 4th BC is another text with airplane diagrams composed by the sage Bharadvajy that speaks of emergency flight means, ideal materials for making an airplane and use of renewable energy sources to fly them.
An interesting assumption about these Vimanas is that they could defy gravitational force and take off vertically from the ground in the manner of a helicopter! There used to be garages called ‘Vimangriha’ for parking the planes. These Vimanas were possibly propelled by gasoline, although there is confusion over this and some find the description matching mercury. A team of Russian scientists has even discovered glass or porcelain ensembles in the Turkstani caves that resemble navigating cosmic vehicles.
You will find discreet references to Vimanas even in the Indian epics Mahabharata and Ramayana. The references to Bhima’s chariot flying to Tibet and Ravana’s Puspak Rath are bright reminders of aeronautics technology. If that sounds like a fairy-tale, the Vedic references to the Vimanas will change your view. Mention is made of the dual-engine “ahnihotra-vimana” and the multiple-engine “elephant-vimana”. The Vedic technology was taken seriously by a Sanskrit scholar Shivkar Bapuji Talpade who came up with a unique unmanned plane in 1895 called “Marutsakthi”, which took a height of 1500 feet before crash landing. This first Indian aircraft design was entirely based on the rich treasury of India’s Vedas.
